Nov 25 2018 - Automatic Delay RSP/RDP

This is a test build to see whether I can automate the application of both Delay RSP and Delay RDP options.
This is to remove those options and allow the emulator to better handle things.
Unfortunately I don't have enough information to know whether I should do things this way or not.

This should not cause problems as it is only applied in certain situations.

This should also allow Twintris to play without needing another RSP, however, it's completely untested.

Gent please test as I don't have time to run the game right now.

I wasn't even aware the game had save issues until I read that post from last year.

[Edit, I need to go back and fix the way the IPL rom is loaded, for now I've removed some of that code as it interferes with this one]

I'm only now coming back to this, from a quick test it seems all the games that have the option seem to work
